Character Creation
Players should build their characters using the GURPS 4th Edition on a 100-150 point base, with characters subject to GM approval. Tech level is roughly 3 (middle ages/standard fantasy) though some TL4 (clockwork) will be permitted.

Players are encouraged to devise unique (though not unbalancing) concepts for their characters. The more "plot hooks", the better. All characters must be approved by GM prior to play.
This is a freeware 4E character generator - might be very useful in getting your characters built.

The City
This wiki documents the world-building process for a campaign called "The City". It's being written for GURPS, but should be easily portable to any other gaming system.
Feel free to use what you like from the notes linked below in your own campaigns - all I ask is that if you post any of my stuff anywhere, you give me credit where it is due and link back to this wiki.
I'll be updating this as often as I can, and I'll eventually be posting notes from play sessions here as well, plus fiction set in this world, as the Muse strikes.
Some general notes on the campaign I plan to run:
It is a fantasy campaign, set in a large, ancient city on an as-yet-unnamed world. The traditional fantasy races are represented - humans, dwarfs, elves and orcs - but with what I hope is an interesting twist for each. Language bases for each of the races are being based upon real languages, though I don't anticipate going into incredibly wonkish detail for any of them - I'm a GM, not a linguist.
The campaign frame I will be using is that of an episodic police procedural. The adventures will all be resolved in one game session, though there will be overarching threads linking sessions and I'll be moving events forward in the world as the campaign goes on. The flavor should be of the cop shows that are such perennial favorites on TV - Dragnet, Hill Street Blues, NYPD Blue, perhaps even Barney Miller.
